Government Policy for Substantial Carbon Reduction

Parallel Event Description:

What kind of planet will we leave for the next generation? As the impacts of climate change become visible around the world, the need for action by world governments is becoming more urgent than ever. The pandemic created an additional crisis for decision makers, but it also offers opportunity for sweeping change. What are governmentsrole in balancing economic recovery with environmental policy? Besides economic barriers, what barriers exist for governments to enact substantial change in carbon reduction — and how can they be overcome by citizen groups? We hope to discuss tools and strategies that can be used for the challenges ahead.

The first session (CSW Event) held on March 17th, with the theme: “Government Policy for Substantial Carbon Reduction“, was opened by Chairperson of Asia Pacific Liberal Women Association Maysing Chen and moderated by Dr. Ketty Chen, Vice President of Taiwan Democracy Foundation.

In her opening remarks, Chairperson Maysing Chen expressed that we are very honored to have such distinguished policy-makers and environmental protection advocates as speakers for this event. We sincerely hope through this event that both women and men will be inspired to preserve the richness of our planet for future generations.

Dr. Eugene You-hsin Chien, former member of Parliament for the Democratic Party in Thailand

Dr. Monthip Sriratana-Tabucanon, and Barbara Finamore, former lawyer for the American NGO, Natural Resources Defense Council, and currently a senior visiting scholar at the University Energy Research Institute.

Congressman Ed Case pays special attention to the issue of climate change in the Asia-Pacific region, noting there are more than 200 climate change related bills proposed at the federal level. He mentioned that when undeveloped or developing countries suffer from the disasters brought about by climate change, the most direct victims are often disadvantaged children and women.

Ambassador Eugene Chien has devoted himself to environmental protection and sustainable development projects in recent years. He has been deeply engaged in education from primary schools, secondary schools, universities and business circles, but he also expects the Taiwanese government to keep up with the United Nations’ timetable and goals for sustainable development.

Dr. Monthip Sriratana-Tabucanon, former member of the Thai Democratic Party, focuses on climate change issues and serves as a director of many international sustainable development organizations. Lawyer Barbara Finamore pointed out that the problem of air pollution in the Asia-Pacific region is the key. 40% of the world’s air pollution comes from the Asia-Pacific region, 60% is from other regions, and China is particularly serious. Barbara is a well-known lawyer, focusing on environmental protection law and clean energy for more than 40 years.

All participants advocate that governments must work together with representatives of civil society and big business corporations to create substantial policy for meaningful carbon reduction around the globe.

Barbara Finamore is a Senior Attorney and Asia Senior Strategic Director at the Natural Resources Defense Council (NRDC). She has over three decades of experience in environmental law and energy policy, with a focus on China for twenty-five years.

Ed Case / U.S.Congressman/ Hawai’i. In the House, he serves on the Appropriations Committee and the Natural Resources Committee. He is co-chair of the Pacific Islands Caucus and is active in many caucuses focused on the Asia-Pacific and environmental protection.

Dr. Monthip Sriratana-Tabucanon / Former Member of Parliament, Democrat Party (DP), Thailand/ She previously held key positions at the Ministry of Natural Resources and Environment of Thailand (MNRE). Until recently, she served as Senior Adviser to the Senate and House of Representatives Commissions on Natural Resources and Environment, Office of the Parliament of Thailand. She is also the Director of Climate Change Research Strategy Center, National Research Council of Thailand.

Dr. Ketty W. Chen

Vice President, Taiwan Foundation for Democracy

Dr. Ketty W. Chen is the Vice President of the Taiwan Foundation for Democracy (TFD). She is responsible for overseeing international cooperation and general administration at the TFD. Dr. Chen is also a member of the board for the Prospect Foundation and the Director of Research for the Association of Public Issues and Studies. Dr. Chen also served as the Chairperson of Liberal International’s Human Rights Committee’s Women’s Rights Working Group. Dr. Chen recently joined the National Bureau of Asian Research as a member of its board of advisors.

Dr. Chen is a political scientist and received her doctoral degree in political science from the University of Oklahoma, specializing in Comparative Politics (Democratization), International Relations (Regional Security) and Political Philosophy. Dr. Chen also holds Master’s degrees in political science and international relations from the University of Oklahoma and dual Bachelor of Arts degrees in political science and psychology from the Southern Methodist University in Dallas, Texas.

Dr. Chen was visiting assistant professor with the Political Science Department at Austin College in Sherman, TX. She also taught courses in the Department of Social and Behavioral Science as associate faculty at Collin College in Dallas, TX.

Dr. Chen’s writing has appeared in many publications and has been referenced in a number of publications and international media outlets. She contributed book chapters in “Taiwan’s Social Movements Under Ma Ying-jeou” (2017) and “Cities Unsilenced” (2017). Dr. Chen’s most recent work was published in “Taiwan in Dynamic Transition: Nation Building and Democratization” in 2020.

Ed Case

Member of the U.S. House of Representatives, Hawaii

U.S. Representative Ed Case has represented Hawaii’s First Congressional District since 2019. In the House, he serves on the Appropriations Committee and the Natural Resources Committee. He is co-chair of the Pacific Islands Caucus and is active in many caucuses focused on the Asia-Pacific and environmental protection.

He previously represented Hawaii’s Second Congressional District from 2002 to 2007. He also served as Hawai’i State Representative from 1994 to 2002 in various positions including Majority Leader.

Congressman Case graduated from University of California/Hastings College of Law in San Francisco before returning to Hawai’i to serve initially as law clerk to Hawai’i Supreme Court Chief Justice William Richardson. He then joined the Honolulu-based law firm of Carlsmith Ball, Hawaii’s oldest, where for two decades he practiced litigation, property, transactional, business and government law and rose from associate to partner and managing partner.

Following his initial service as U.S. Representative, Case practiced law for seven years with the Honolulu firm of Bays Lung Rose & Holma, where he also served as managing attorney. He then served for five years as Senior Vice President and Chief Legal Officer of Outrigger Enterprises Group, one of Hawaii’s oldest hotel and resort companies with properties throughout Hawai’i and the Pacific-Asia-Indian Ocean region.

Dr. Monthip Sriratana-Tabucanon

Former Member of Parliament, Thailand

Monthip Sriratana-Tabucanon is a former Member of Parliament of Thailand as part of the Democrat Party’s (DP) Party-List. She previously held key positions at the Ministry of Natural Resources and Environment of Thailand (MNRE) including the posts of Principal Inspector General, Director General of the Department of Environmental Quality Promotion (DEQP), Deputy Permanent Secretary, and Director General of the Pollution Control Department. Until recently, she served as Senior Adviser to the Senate and House of Representatives Commissions on Natural Resources and Environment, Office of the Parliament of Thailand.

She is also a Director of Climate Change Research Strategy Center, National Research Council of Thailand. She was involved in the negotiation process as member of the delegation of Thailand at the Conference of the Parties (COP19, COP20 and COP 21). She made a presentation at the side event of COP19 on National Strategy on Climate Change in Thailand. She served on the Boards of the following organizations: Stockholm Environment Institute (SEI), Sweden; Institute of Global Environment Strategies (IGES), Japan; United Nations Centre for Regional Development (UNCRD), Japan; United Nations University (UNU) Institute of Water, Environment and Health, Canada; and several international organizations including as Regional Councilor for South and East Asia of the International Union for Conservation of Nature (IUCN). She obtained her Bachelor’s degree in Chemistry from Mahidol University, Master’s degree in Environmental Technology and Management from the Asian Institute of Technology (AIT), and Doctorate in Urban Engineering from The University of Tokyo. She was conferred the Honorary Doctor of Philosophy degree from Prince of Songkhla University. In addition, she took advanced executive programs from Yale University, Harvard University, and Northwestern University, USA.
